JOB VACANCY:CHILD AND YOUTH PROTECTION AND DEVELOPMENT COORDINATOR

For over half a century, Tanzania has been a country of asylum, hosting one of the largest refugee populations in Africa. At present there are 66,370 Congolese refugees, many of whom have lived in Tanzanian camps for 20 years. Tanzania also now hosts 167,000 Burundian refugees, many of whom arrived over the last 16 months as violence in Burundi increased. Refugees continue to arrive at a rate of 300 persons per day, and are received at a dozen reception centers close to the Burundian border, before being transferred to a longer-term refugee camp.
JOB OVERVIEW:
The Child and Youth Protection and Development Coordinator ( CYPD) is expected to assure that IRC Tanzania maintains its current position as a leader in child protection in Nyarugusu refugee camp, Kigoma Region and continues to develop new opportunities.
The CYPD Coordinator provides overall strategic direction and vision for the child protection and youth development program portfolio. In addition to overseeing the implementation of the activities listed above, the position plays an active role in the general strategic leadership of the country program. The position also serves as a representative of the CYPD program at UNHCR led technical working groups, national and local government coordination forums.
Major Responsibilities
Technical Quality & Program Strategy Development
-Lead the continued revision of the TZ Strategic Action Plan (SAP) IP strategy in coordination with the DDP
-Provide technical and management support to CYPD programming in Tanzania and ensure quality implementation in accordance with existing child protection standards, best practice and IRC policy
-Liaise with relevant technical advisors within the technical unit to ensure relevant support, tools and resources are being provided and integrated into programming
-Ensure close collaboration with other streams to achieve CYPD programme outcomes
Representation & Partnership
-Maintaining the IRC as a key actor in child protection interventions and advocacy in Kigoma Region
-Maintain partnerships with UN agencies and government ministries to support CYPD programming
-Represent the IRC at program-related coordination meetings, providing technical inputs and ensuring proper dissemination of information among relevant stakeholders
-Support key staff to establish and/or maintain coordination mechanisms at provincial level; support transfer of these responsibilities to relevant government bodies
Program Management and Business
-Development Coordinate and support CYPD project components within the IRC Tanzania
-Develop proposals in line with the SAP and OEF
Ensure technical quality of proposals and reporting In Coordination with the M&E Coordinator, develop and maintain a monitoring and evaluation plan, including the systematic collection and analysis of data
-Ensure that Child Protection Minimum Standards in Humanitarian Action and other relevant inter-agency child protection tools are used and respected
-Maintain synergies with other programming areas as well as coordinate with various technical support units to ensure quality programming
HR Management
Lead the CYPD team and directly supervise and support project managers
-Participate in recruiting, training and mentorship of CYPD staff
-Ensure that CYPD staffs have regular performance evaluations and receive ongoing feedback Budget, Administrative and Grants Management
-Ensure CYPD grants are implemented according to donor regulations and guidelines
-Ensure budget development, management and compliance
-Review Budget vs. Actual (BvA) reports, providing feedback as necessary; oversee development of spending plans
-Ensure CYPD staff and partners understand and respect the IRC Way regarding sexual exploitation and abuse, harassment and financial misappropriation and IRC Child Safeguarding.
-Policy Ensure high quality IRC and donor reports on grant activities, indicators and achievements
JOB REQUIREMENTS:
Master's degree in related field and demonstrated expertise in related field protection, social work, education, or community work
-Academic experience in research preferred
-At least five years' experience in development or emergency settings implementing Child Protection programs
-Personnel management experience, including capacity development and team building.
- Experience in an emergency or post-conflict context preferred Experience in planning, monitoring and evaluation of programming.
-Strong written and oral communication skills, effective in representation and liaison with external parties.
-Proven strong report and proposal writing skills.
-Excellent computer skills in programs such as: MS Word, Excel, PowerPoint
-Good spirit working within a team
-Ability to speak, read and write English to a fluent level
-Desirable: Previous experience working in refugee settings
WORKING ENVIRONMENT:
Lodging in Kasulu is in a shared IRC guesthouse, together with other IRC staff. All IRC sites have electricity and internet. In Kibondo, lodging is in a hotel.
